A top administrator with Washington’s health insurance exchange apologized to House members on Wednesday for the data breach that resulted in the disclosure of personal information to thousands of users, including members of Congress.

The National Health Authority (NHA) has proposed to the government to extend the scheme’s benefits to sections of society who lack any health insurance, two people aware of the development said.
